Decisions Made On MBr Critical Uses

The 18th Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP-18), held in New Delhi, India, recently resulted in 37 decisions, including a decision on methyl bromide Critical Use Exemptions for 2007 and 2008.

In a compromise move, the parties did not impose caps on existing stocks, but called for the Technology & Economic Assessment Panel (TEAP) to report on stocks held by each nominating party, and renewed parties’ commitment to allocate methyl bromide for critical uses only if sufficient stocks are unavailable.

The modified U.S. Critical Use Nomination of 23% of the 1991 base line was approved at 21% of that 1991 base line with 18% coming from new production and consumption allocation and three percent to come from existing stocks.
